Development with the future in mind
Since the 1960s, the core of the Port of Gothenburg’s operations has gradually moved towards Hisingen. Ongoing developments in shipping and transport have led to the concentration of cargo handling in a logistics hub stretching from the Älvsborg Bridge to Arendal and Torshamnen.
Background and rationale
Stena Line’s planned relocation from central Gothenburg to Arendal is part of the port’s long-term development. Bringing its services to Germany and Denmark together at a single terminal in the outer port area will place operations closer to existing logistics infrastructure and other port activities. This will give Stena Line better opportunities to grow, develop its operations and adapt the terminal to accommodate new vessels and the future needs of both freight customers and passengers.
The Stena terminal handles 250,000 trucks annually. The relocation will also move heavy traffic serving the ferry terminals out of central Gothenburg. At the same time, the land occupied by the existing terminals can be made available for further urban development.
Scope
The Port of Gothenburg has signed an agreement with NCC for the design and construction of the new terminal. The work will be carried out in close collaboration between the parties, with Sweco as the design consultant.
The project involves developing a shared ferry terminal for Stena Line’s services to Germany and Denmark in Arendal. The works include upgrading terminal areas and water and wastewater systems, adapting and refurbishing existing berths, extending one berth and constructing foundations for new linkspans. Electrical and fibre-optic installations, new perimeter protection and security systems are also included.
The Port of Gothenburg and NCC are working together on planning and design, with Sweco as the design consultant. The design phase will establish the layout of the facility, cost estimates and a target cost. Construction is conditional on costs remaining within the available budget and an environmental permit being granted and becoming legally binding.

Timeline
Planning is underway together with NCC. Terminal design and cost estimates will be developed during 2027. Construction could begin in early 2028, provided that the environmental permit has become legally binding and costs remain within the available budget.
The new ferry terminal is expected to enter service in 2031. The timeline is indicative.
